Dirt Rally from Codemasters is regarded by many Sim Racers in the upper ecehlons of Rally/Rallycross titles.
While not as fleshed out as its successor (3 Rally locations vs 6 ; 3 Rallycross stages vs 8 ; 17 cars vs 50) Dirt Rally 2 set a solid benchmark for PC Rally Titles, continuing the Dirt series which themselves were born out of the highly regarded Colin McRae Rally titles from 1998-2009.
Fun Fact
Dirt Rally is available on Linux and MacOS operating systems, which is rare for a Sim Racing title!

The good
Solid title with a good mix of Rally and Rallycross racing
SIRA considers Rallycross in both Dirt Rally titles to be among the most fun you can have in Sim Racing
The less good
Graphics Engine look a little dated now
Physics on certain surfaces such as Ice not highly regarded
